Our current president keeps coddling the North so they must think that they can do anything they want now and still have his support, and look where that's gotten us now.

They know that it'll be difficult for our country to prove whether or not they burned his body and that the focus will be on his unprecedented apology so that this issue won't further devolve into a political one.
